If you don't offer credit cards now I bet you would increase by 50%. Most people do not carry cash anymore, Younger folks rarely do and they are the majority of your business. I run 80% CC ub nt SS bays.
First thing I would do is check your meter for accuracy. Take a 55 gallon drum and fill it with water while watching your meter. I once had a brand new city water meter that read 3X the actual water usage. No way a friction should be using the amount of water you mention.

When it finally rains and helps clear the smoke business will be better. Also the smoke settling on the cars and then the rain will cause acid rain of varying amounts so it will be critical to get it off cars as soon as possible.
Quick detailer might hide the spots for a while. Try taking some white vinegar and apply to a cloth and gently rub on the spots. The acid in the vinegar should remove the spots then rinse with water.
