Solenoids

On one of my bays if you turn on presoak
both presoak and tire cleaner solenoids
are eneregized. I have done the screw driver
test and both are enegized. I have ran
a wire directly from the tire cleaner solenoid
to the terminal strip in the control panel
but it still energizes. I have replaced the relay
to that bay. Still energizes. Don't know what else
to try. Any suggestions?

Check the rotary switch. The spade terminals are usually not insulated and one can get bent down to touch the next one. Just bend it away again.
