Sewer/Waste Water Meter or Monitoring

Hi All - As many of you do, we have both water and sewer rates with the sewer rate calculated on water used (not what goes into the drain). We have an opportunity to work with the city and monitor the actual flow into the sewer (reducing the overall utility cost). To date, we have installed a flow meter; however, it does not monitor low to zero flow. I am hoping someone out there has a method or meter to recommend.
