Sales tax on chemicals and labor in texas

Should I have to pay sales tax on chemicals and car wash service labor in texas? Because labor there is not a tangible exchange of merchandise and the chemicals are used in the production of car washes.

Texas sales tax law says that labor is taxable.

If you aren't paying sales tax for income on your wash, your chemical purchases are not tax exempt.

Every thing in Texas is taxable except installation labor. Tx Comptroller even told me to charge tax on out of state sales at my local tax rate. That can't be right...or can it?
