Problem with a 1 arm Kondor

Hello folks,
We own a small car wash in PA and we have a one-armed kondor that's having an issue that we cannot figure out so any help would be awesome.
So on the high pressure rinse or the RO rinse when the arm is at the rear of the vehicle and comes out of the butterfly on the driver side it slows down. When I say slows down I've clocked it and it takes 27 seconds for it to come around to the driver side of the vehicle. I've noticed on all the other corners of the vehicle the vfd runs around 27 to 35. When it's at the rear corner of the driver side it runs at 9. Now when it's applying pre-soak and making that corner it's running around 15 but it doesn't slow down. To try and figure it out we've slowed the carriage down. We sped the carriage up. We've called bellinger and we've adjusted the torque settings on the vfd. We installed a new arm motor and gearbox new sensor. We also checked the sonars ,so at this point we just don't know what to do. Again. Any help would just be great!
 
Kondors will creep like that if they don't know the vehicle position. That being said, on a KL1 they always go slow around that left rear corner.

It was installed in 2016. I understand they do go slow around the left rear but 27 seconds it pretty extreme. Today we actually got a error code from the VFD that shows a motor overload. So it appears as if it could be the motor or the wiring.
