Not getting low ph/ soap on a D&S automatic

I have a DS 5000 auto carwash with 2 step presoak. We are not getting any low ph soap. We are getting product to the flowjet but nothing to the high pressure pump. any thoughts?

Thanks for all the help. For those who may have the same problem one day we figured it out. It was the flow jet pump.
