Need help: water tank question and leak

Hi, newbie again for questions about water tank
I have a SS water tank, separated with ss into three compartments. Two of them is about 1/4 of tank size, the other one is 1/2 of tank size. The one of 1/4 size supplies water to pumps. The other two compartments are not connected to anywhere, no input and output.
My questions are
(1) Only one compartment is used. What are the other two for?
(2) Recently the water always overflow on to the floor. I tried to play with valve and the float. Some time they worked fine, but not always. I heard the valve was replaced not long ago, was told the issue is due to float not having enough power to close valve. Any suggestions?
(3) Once water level gets to certain level, water starts leaking from somewhere. Is there a good way to repair leak if I could find it or I have to replace the tank?
(4) the heater was turned off a while ago. Are there any issues with water not heated?

I would keep investigating the valve. Perhaps there is a little junk in it preventing it from closing all the way. It can happen with buildup in the line upstream getting knocked free. Or if there is a diaphragm in it, perhaps it's cracked.

1. Other compartments would typicaly be used for other servics like wheel cleaner, foam brush soap etc.
2. Replace with a different typem of float valve . Opinions vary on who likes wat best. I have gone to a hydro float Valve.
3. There may be an overflow opening designed to let water escape at a certain level. You need to stay below this level if it is not a leak lower down that would restrict supply to the pumps.
4. Just like washing your hands warmr water has advantages for cleaning and some customers like it. In winter it will melt stuf better. Some operators do not use hot or warm water at all.

The two compartments have one drain valve on the bottom of each. Water supply for brush, soap, wax is directly from city water. about 1/2in below top of compartment used, there is overflow opening. When water level way down below this opening, water is leaking down to the floor.
