Low pressure spot free rinse

We have 4 self serve bays and the low pressure spot free rinse works good in the 1st bay but not in the other . Anyone else have this problem or a solution?
 
Has to be a flow restriction, solenoids or check valves, possibly undersized lines to the bays.
