low pressure from hydraulic unit

Have a hydraulic pump unit that just isn't putting out the pressure that it should. The gauge shows around 200 psi. Fluid level is fine, and the motor and pump sound normal. Any thoughts?
 
Is there a strainer or filter on the suction side? Could be clogged. Change filter or clean strainer. Strainer could be inside the tank under the oil.

A pump could be bad, bypassing internaly and sound good.
