I just Finished my first 3 stage buffing/polishing on a black car. The end product looks amazing but I noticed after my third and final polishing stage (3m white black blue process) that there were still tiny scratches giving it a tiny amount of swirls that were barely vizable but there none the less. I proceeded to wax the car and they all went away and the car looks perfect. Is this normal? Will the swirlies start to show as the wax wears off?

Fine scratches can remain after a buff job; there are many variables involved and no clear cut answer here.

3M products are high quality, IMO. Yes; any swirls left prior to waxing will show up as wax wears off.

I use an electric Black and Decker sander/polisher.

Why not buy a video or take a class and learn from the pros how to buff? Mainly it takes buffing many cars over a long period of time to become proficient at buffing. At least that is how it went for me.
