I need some help with spot Free water and PPM

I'm helping another wash owner with a spotting issue while I was there I checked his spot free holding tank and the PPM water was 544!!! he is ordering 3 new membranes but the question came up what about the pipes and the mineral deposits that have attached themselves to them, is there something I can add to clean them and the tank? also he is on well water which is super hard on water softeners I hear.
 
My water softners will take my 20 grain ( 2000 ppm) hardness water down to 200 PPM. The RO will generally drop it below 10 PPM. 40 PPM and below will usually not show any spots from what I have read. His softner may not be working properly.
 
Test the spot-free product straight from the unit and not from the tank. There could be a bad check valve somewhere letting hard or soapy water back up into the tank.
 
Also could be the priming small ball valve is open letting un conditioned water in the tank. I had that issue with my Ginsan unit. It was the last thing we tried after replacing many check valves. One would expect the valve to be open for normal operation but this one valve on the lower bottom basically stays closed once the unit is primed and treating water.
