There are 2 switches on the Payout switch assembly. The switch with the Red and Black wire controls the signal/power to the Coin Counter to make it move. You want to make sure the switch actuator is pushing the switch down enough to activate the switch.
Thanks, I will check to make sure it is bent at an angle that it will hit the top of both switches.

Now after running great for a couple weeks I have a new issue. It happens about every 20 bucks or so that goes through it. The error code is 2 flashes followed by 3 flashes (Hopper Jam). Anyways, there is never an actual jam after taking the hopper apart and resetting. Any ideas?

It might be the hopper switch. It will give the same error. Make sure it's paying out correctly, and that it doesn't go OOS with an unexpected coin drop error if you let the hopper drop down hard. The payout side of the switch is normally closed, and if a jar makes it error the switch is failing. The motor could also be failing and either not starting or stalling during payout.
