I have a GinSan vac with a with a 24V transformer and contacter. The vac starts on the correct amount of quarters—5–and immediately shuts off. I am using a GS401 timer. Any ideas? I have used this setup before several times with no problems. Any ideas?

Sounds like a voltage issue. Try starting the vac while testing the voltage levels, both the 120V and the 24V from the transformer. If that doesn't reveal anything, I'd recommend swapping the timer to a different unit to see if the problem follows.

I have had bad timers do this. Can you swap it with another as a test?

I've got to agree with Earl, you've got a timer problem. Swap the timer with a known working timer and see if the problem goes away. It could also be a bad coil on the contractor, but I'm thinking it's the timer.
