Fuse keeps blowing on foam brush

The coils won't blow the fuse supplying power to a Procon pump's motor. It would only blow the fuse for the control voltage to that bay with a bad coil.
 
I posted just in case there was a possibility of the coils being in that specific part of the circuitry. I am probably wrong about the "rubberized" also ... it is probably more of a "less seal-proof" plastic coating.
