Foam Brush Chemical Consumption (To High!!!)

Why would anyone steal a couple gallons out of a bucket? What would they possibly do with it?

When I was a young attendant at a car wash I had a guy bug me for a good ten minutes to give him some foam brush soap. He wanted to build a home-use foam brush unit.
