Check Kleen-rite. Don't know if they would have just that, but they carry a alrge assortment of signs for the washes.

Many years ago I got them made at the local sign shop.
Today I use an online website (there are many of them). They let you design your own bumper sticker and order as many as you want, only a few bucks each. My wording si something like this:
"NO BAGS, BOXES, HOUSEHOLD, OR COMMERCIAL GARBAGE PERMITTED
Dropping off trash is illegal, violators will be prosecuted.
PA Crimes Code 6501"
I dont use the full size of the bumper sticker, I just use about 3/4 of the area of the bumper sticker and cut it with scissors before I put them on the trash receptacles.

If those decal/signs work at reducing your refuse then you should consider decals/signs that say:
"Spending more money on these premises is permitted!"
"Spending more money on these premises is permitted!"
