DCW Top Brush leaving streaks of dirt.

Our DCW Top Brush has been inconsistent. It leaves streaks of dirt on cars, we prep the car very well, cover it in bug spray, and still the hoods/roofs have long streaks from it. Any ideas ?
 
Has the wash media been cleaned recently? Insufficient cleaning can leave emulsified buildup that will mark the vehicles up. A couple of years ago, we had a hydraulic leak in the wraps and, in a panic, I cleaned the top brush even though it was nowhere near leak. I did a crappy job and the loosen scum worked it's way to the tips.

Does inconsistent mean only on some vehicles? What about windshield, rear window and trunk lid? Are they streaked too or just hood and roof?
 
How / where are you applying cleaning / lubricating fluid to the material? Foaming it on or liquid? Rain Bar or spray?
