That solenoid valve appears to be used as a “dual pressure” control valve…maybe for medium pressure wax? When the customer selects that product, the valve opens. That dumps the pump’s outlet pressure back to the pump’s inlet. The lower pressure product is controlled by the brass regulator located behind the valve.
If the photo is of the “problem bay” you’ll likely find the issue is caused by a leaking Spot Free Rinse solenoid valve. The RO storage tank is probably siphoning RO water to the trigger gun. (Assuming the tank’s water level is higher than the stowed trigger gun?)
If the photo is not the problem bay, check to see if the little 1/4” ball valve on the right side of the pump is closed. That’s the weep system shut off valve…they should all look like the valve in the photo. (Assuming the weep system is off because of your climate?)

Take a look through the Coleman columns, I have read where with a Coleman SS Pump stand that people have had to put check valves at the top of the booms, with a vent at the highest point. The Super Saver pump plants tanks are higher then a lot of gun locations, and will siphon continuously. Please let us know what you find, I just picked up a 7 bay Coleman SS Plant and will be installing soon and would love to know what I will be encountering.

If the stream has any pressure behind it, it's the solenoid for rinse which should be on a manifold with all the other rinse solenoids and the weep solenoid. Follow the red hose back to the tank, where it will "tee" with another hose, and that one will lead to the rinse solenoid.
That is true, but only if all bays are weeping. For only one bay with a problem, the rinse solenoid is the most likely culprit.
