Chlorine Test Kit

I am wanting to see how good my carbon filter is performing so I bought a a pool chlorine test kit with a range of .5 - 5 ppm. I can't get a reading on this test kit even before the carbon filter. I assume its because my kit doesn't go low enough. What are you guys using to test for chlorine and can you actually get a reading before and after the carbon filter?

Your city's chlorine level may be too low to test with the kit you have. The RO system will remove and concentrate the chlorine if the carbon filter isn't removing it, so if you test the RO reject it will show more easily.
