Check Out This Image, Do you know what it is?

This is interesting to me. I was looking at Sunset Beach CA in a Google satellite photo. In the Pacific Ocean, just of the shore line, it looks like there are buildings in the ocean floor. I can't make sense of it. The naval station is right there. any ideas:

looks like an area that has been dredged to me. Sometimes they use that material to replace beach sand and help prevent erosion.
