4-Way MAC Valve Issue

I just installed a new MAC 912B that controls the underflush valve on a LaserWash 4000. The previous MAC continuously had air flowing out of the exhaust port and the valve was slow to move. The new one is even worse and movement is even slower! I may put the old one back on for the time being to take some load off the compressor.
Any thoughts on why this is happenng and how to correct?

Solenoid or switching valve or something behind the Mac valve is leaking air past the seals would be my guess.
