Are you using a 5vdc or 12vdc relay? Relay in the pic you posted is 5vdc and the voltage reading you are getting at the relay is a little over 12vdc. If you are using the 5vdc relay, that would definately be a problem.
Good thing to check. I had a relay that either didn’t have a jumper on it when I got it or I lost it. Probably the latter, but it won’t do anything without it. I never tried it on high, but don’t think it would work there either.
