I wish Hamilton would make a changer that would slide right into the hole that the Rowe BC-1400 is in, this would make life so much simpler when it came to replacing a bill changer.
There are 2 conversion kits on the market for the Rowe bill changers. One is made by American and the other is made by Standard. Both are about the same price, $2350. I prefer the Standard kit over the American kit. The best thing to do would be to replace the Rowe changer with a Hamilton RNS...
The first pump could very well be a regulator issue. I'd swap the regulator from a known good regulator if I didn't have spare. The second pump has a seal problem or the head is washed out. Your going to have to pull the head off and inspect the seal seating surface of the head.
Get out your volt meter and start checking the voltage at the transformer that feeds the power to the affected bays. Work your way to the power that is feeding to Foam Brush solenoids, it should be 24 volts. I would also take a hard look at the common and the grounds for loose wires and corrosion .
There's your problem, poor internet connection. Can't you have your internet provider run in your own internet service? Star Link is a little on the pricey side, I believe.

I sponsored a couple of Boy Scout charity car washes at my car wash. I gave them clean up tokens that we use to wash out the bays and test the vacuums, it worked out fine. I wouldn't jumper around the timer and have the pump run constantly, you'll run the risk of damaging the pump.
You've got a mix of Dilling Harris and Monorail vacuums. Both companies are long out of business, so parts are pretty much no longer available. If you have the face plates you could get them working again.
Take the 2 bolts out and put them in the bushing with the threaded holes and tighten the bolts. As you tighten the bolts they'll push the sheave off the bushing. Once you get it loose you'll see a groove in the bushing drive a screw driver into the bushing to open it up and it should come off...
