First, it sounds like the main Normally open solenoid valve has a bad diaphragm. It's the solenoid that the 1" line from the Charcoal filter taps into.
On my unit, its a Dayton 1A579. The rebuild kit is a Dayton 2DAD2. I bet yours could be the same.

My compressor has a automatic drain that fires every 45 minutes. Even after running the air through an ARO water separator, I would still get icing in my ARO pumps.
The aforementioned aftercooler was what was finally needed to eliminate moisture from the air lines.

An aftercooler will condense the moisture, and give you dry air.

My Fleck setup did the same thing. Turns out that there's a "cap" that sits on top of the counter which contains a bunch of planetary gears. The gears wore out, and wouldn't turn the flexible metering cable. I replaced the cap with a new one, and I was up and running normally.
