    It is best to know the chemical strength that is being applied, rather than gi by tip sizes. Wheel clean soaps can vary dramatically in strength. A titration kit is what you need.

    I would try increasing the dwell after the low ph, to allow it to tackle those eyebrows. add 5 seconds-then test then add another 5 if this is still no good. The extra run off time will also stop it from neutralizing the high p.h. The strengths look pretty good!

    What sort of dwell time do you have between applying low then high? Then how long between high then washing. It seems like you are on the right track with the strength. Is your softener working ok?

    Yes. 13 grains is pretty hard and can mean you need up to 50% more chemical to do the same job as soft water. Your membrane life on the R.O will be dramatically shortened also. You need that softener!
