MEP001 was correct, the "motor" wire to the rotary switch had corroded and there wasn't a connection anymore. Thank you for all of the help, probably save me several frustrating hours this evening.

When I open the valve up enough for the pump to stop capitating the pump doesn't draw the soap. So when I have the valve almost all the way closed it will draw but as soon as I open it up it stops drawing.
I have a bay that keeps "losing its prime" on high pressure soap.
If I turn down my water flow until the pump starts to capitate the soap will come through. As soon as I turn the water flow back to normal for high pressure the soap trickles to a stop.
Any ideas/opinions would be appreciated.
