Soap during rinse cycle

I recently purchased a car wash. Yesterday, I started getting complaints about one bay dispensing soap during the rinse cycle.

I think the solenoid maybe stuck into the on position. Does this sound like a probable cause? If so, is there a way I can check if its working correctly?

There is probably debris in the solenoid.
