Has anyone setup or seen a company that makes recycling centers like this? (or similar)

Did you see that one yourself or did you find the picture online? They usually have the manufacturer's info on a tag.

Dempster Industries has a recycle center on a trailer. They may also have made what you are looking at.

Saw this online; not in person. Tried using separate containers and they get confusing for the customer...
