reclaim system

I was wondering if anyone is using a reclaim system? If so, is it saving any money on the water bills? And what about purchasing a used system?

Touch free, or soft cloth?
New or existing facility? If new, will impact fees be reduced if you reclaim?
Is drought shutdown a real danger in your town?
What is your current water/sewer bill?
