Yes; that is why I was originally thinking of putting on my (low ph) foam polish right after the double-strength presoak; to add chemical dwell time, then rinse with hp then hp wax then spot free then blowers.

I would think that the addition of the lo ph foam polish over the hi ph presoak would help to neutralize the hi ph presoak. That should allow for easier rinsing. Seems like a good idea to me. Let us know how it works out.
