I haven't had much luck rebuilding them. You might want to swap it to another bay to be sure it's the problem. It's rare that the regulator causes a problem like you're having, but I've seen it several times. I doubt you'll find anything wrong, but as long as you're careful not to lose any parts and you lube the o-rings and reassemble it carefully you won't do any harm. FWIW I've been moving away from the Paraplate. The SMC (I believe that's what is on your low pressure adjustment) is a lot cheaper and even more reliable in my experience. If you use the flow-by version you only need to change the bypass hose with a longer one and add a 3/8" to 1/4" bushing.
