Pet Peeve: Loiterers who dilly dally

Anyone have suggestions for taking care of people who spend $1 at the wash, but sit around looking at their phone and throwing away their trash? Would signage work?
 
If it is slow I let them make it, but if it is busy I tell them to move out "Your rent isn't paid if the meter is not running, I have other customers waiting". I do plan on making a list of rules that addresses this among other things and posting it very conspicuously soon.
 
I've never worried about it unless they're in a bay. I also don't approach anyone unless the other bays are full. The exceptions are people I see on a regular basis who pull in to just sit in their car, or get out and smoke a cigarette, or adjust their stereo, or anything similar. I ask them once politely to not park in the bay if they aren't planning to wash, the next time they're told I'll have the police issue a criminal trespass warrant. So far I've only had to do that once.
 
First thing raise your prices. My s/s is $3 for 4min. Vac $2 for 6min. I also have signage ..if others are waiting....you must exit bay if timer is not running”. I have a few customers that insist on keeping the timer going even if no one is waiting....while they detail. Sometimes I need to invite folks to leave....especially the ones that wash with weep water.
 
There will always be a certain percentage of people who will hang around no matter how many signs you put up. I only hurry them along if we are busy or they are doing something wrong. They usually show up at the busiest of times it seems.
