Looking for a non-cloud based point of sale solution that will integrate with our ICS tunnelmaster Jr controller

By integrate you mean load washes into the controller? I don't think any system will do that that isn't from ICS.

Micrologic can probably do what you're looking for. Let your sales rep know you want to use the basic webapp and they will either have a control or interface board to feed washes to the ICS.
