Perhaps this will help others. Combo Mitter wrap unit. Flow divider with separate speed control for mitter and wraps . Wraps turning very slow. Wraps plumbed in Series. I will save space and not type everything we tied. But after replacing both wrap motors an Hydraulic pump and still having same problem found a section of hose "Clogged" apparently synflex had failed internally.
 
I've had that happen too, a section of the hose looked like a snake that had eaten a rabbit. The pressure leaked between the layers and compressed the inner jacket.
 
Sometimes a locked brake caliper is actually a bad rubber brake line acting as a check valve. I have also seen those stainless braid faucet supply lines do something similar. It is the same issue as the high pressure hoses where it has deteriorated on the inside and plugged the path but looks good on the outside.
