Home Depot sells goof off graffiti remover in a Aerosal Can the Professional strength works very good with a nylon brush and pressure washer or water hose, May take 2-3 times but you can get all that off be careful not to let it sit on the stainless on vacuum as it will turn colors.

let it sit scrub wash off and repeat i have used it alot

You can try some graffiti remover and then hit it with a turbo nozzle at about 3000psi and it might take it if off. Your going to have to clean the whole vac island so it'll all match or you can paint the vac island gray

On concrete and cinder blocks I have found to get the last bits off that goof off and other stuff leaves behind that a stiff wire brush wheel on a portable electric drill works well.
