Drum Heater for Presoak?

I don't see that heating the barrel will affect cleaning. It's not like half your presoak applied to the car is from the drum cold. It would be more cost-effective to bump up your hot water temp, assuming you're heating it with gas.

Short answer, No, havent done it.

But some info that might help, maybe...
My ER is not heated. When it gets to single digits outside, the soaps thicken causing less to be drawn thru the hydrominder, resulting in inferior cleaning. Also the solution can precipitate causing other problems. So I have bucket/drum heaters on them, with an insulating blanket. I turn them on when it hits the teens and is dropping.
NB, I only use them on soap, wax, and FB, not needed on PS etc. So yeah, I guess this response might be useless. :)

Has anyone tried one of these to boost the cleaning power of your pre-soak for an IBA>

Seems like it would only be useful to keep a drum from freezing and the chems from jelling if they were in a place where the temp was not controlled.
