Bay walls

Does anyone know why one wall ef each bay has 2 small holes, 1/8", in the bottom of every bottom block?

Does anyone know why one wall ef each bay has 2 small holes, 1/8", in the bottom of every bottom block?

If they are cinderblock walls, my guess would be that they to drain any water that works it’s way into the cells of the block. Shouldn’t really have any water getting in there though if you have a roof on your building.
