Since you have pushbutton meters do you know if between the meter and the control room is it connected by a data cable or by induvial wires just like a rotary switch? If it is induvial muti conductor control cable or induvial wires my guess is the Soap, Spot free wires bay 3 and bay 4 triple...
you know that you can purchase both at Kleen Rite. You will also need a small 24VAC transformer to power the Sensotron or get a AT413 instead of AT411. The AT413 has a built in transformer for the acceptor.
Is this in all bays or just 1 ? If in just 1 bay check the foam generator I have had them plugged up on the past. Also check out your boom swivel if you are not using S'S or brass , had old Mark VII sysrem that came with steel swivels rust and restrick flow.
I agree with Our Town that most instant heaters are low volume 2.5-4 gpm as they were designed for home use not commercial. However there are a new commercial line that are 8-10 gpm. One brand to look at is AO Smith. They can even be linked together for higher volums and alternate between units...
When you changed out the X12 did you use the new wiring harness, or did you gust unplug the plug on the circuit board? If you used the wiring harness, make sure it is wired like the LES6 drawing. If you have a plug between the X12 and LED6 check the connections.
If the unloader is not responding fast enough the pressure could be spiking as well. This could overload the pump and motor and the squealing can be the belts, NP flowing through the unloader or a motor bearing. Just a direction to look.

Looking at the building it appears you only have a 8' wide on the EQUIPMENT ROOM . That probably will be a little small for all the equipment required for a 4 & 1 Touch-less IBA. What is your water line size, 1.5" hopefully. What size of electrical panel / service is at this location?

When you check out the link you will see they are made in China. You just have a US importer and maybe some tech support. It might be worth a try, hope the LED's are brighter that the ones we have in the automatic i have seen in the field.

If you also have Coleman meters you may have to get replacement doors. I would think that credit card readers will bring in more profit than bill acceptors. and defiantly be less Maintenace.
