i see an issue with cars being trapped in line with no way out except thru the wash.

maybe there are options you can remove? you're only $17k over, doesn't seem that bad to me. I really don't think you can compare a quote from four years ago to yours and expect it to be exact. A lot of things aren't the same price as they were four years ago.
I think many commercial building contractors can handle a car wash. It's not really complicated. It's a big rectangular garage with a room in the middle for mechanicals. The site work and drainage for bays is specific to a car wash. I think the electrical is the hardest part. Just my opinion...
You might have better luck starting with an equipment distributor in your area. Find out who the major manufacturers distributors are and meet with them. They will likely have connections with builders.
