Get out your volt meter and start checking the power from were it comes into the vac, to the transformer and to the timer and to the coin acceptor.Does the vacuum have a mercury relay or any other type relay?
My brother has a problem with people parking in the bays for hours on end. He installed a water line with a valve that he can control remotely that drips or sprays water on there car. It works well.
It could almost anything. Is the motor in the equipment room starting and stopping? Have you checked the wiring in the coin box for any loose or damaged wires? Rotary switch could be bad. Check the wiring on the pump skid for loose wires, primarily on the rinse side.
When you turn on the foam brush out in the bay do you get a nice foam out in the bay? How much pressure do you have on the discharge side of the pump? Is the pump drawing chemical to the foam brush manifold?
If you look at the video very closely you see there is zero pressure on the gauge on the top of the outlet manifold. That tells me that the pump is not building pressure or it not drawing chemical from the holding tank. Check that you have chemical in the holding tank and that the pump suction...

I live 150 miles from the Canadian border so we see a few Canadian coins every now and then. None of our Slugbuster II coin acceptors will accept them, they are rejected. What kind of coin acceptors is your guy using?
