Remove the tube and cut about a half inch off and then reinsert it. Sometimes the tube will tend to get out of shape where the collet is holding it in. It may not look like it to the naked eye. Push in real hard then try to pull it out. It it if caught properly, you can`t.

I changed over from the 1/2 hose to 1/4 on the chemical side of the hydrominder a long time ago. You can get the smaller tips and the piece they fit into into from any of the car wash suppliers. Works much better. I would never change back to 1/2 inch.
I`m not an electrician either but what`s wrong with this. Replace the breaker with a 20 amp double pole. Keep the wire but go to each light and rewire the ballast to the 220 side. Assuming they are multi-tap ballast.
