It's for tire cleaner. Flojet pumps into the bottom and air comes in from the side, then out top to the boom. Foam generator makes sense, didnt know that is what was called. All is a power clean setup, so that would make the most sense.

Got new regulator installed and all working as expected. Seal kit fixed low pressure and regulator fixed the large pressure drop when in use. Thanks to everyone and learned a lot along the way.
