Are you dispensing tokens? I had hopper empty issues with the older MK IV hoppers, that drove me crazy. It ended up that my tokens weren't as conductive as quarters or dollars and would often throw the machine out of service. Bypassed the empty switch and the problem went away.
I would suspect a bad check valve somewhere, letting HP water back up somewhere...possibly into the RO tank. Unless the pump is pulsating, I wouldn't think the problem is there. Are you SURE that the belt is not slipping?

Great idea, and so simple. I always hated the way the hose was secured (using the term "secured" loosely). I broke that big nut off the cabinet floor and just put a hose clamp around the black hose so it wouldn't come out. Looked jury rigged...well, because it was, but no one saw it but me.
