My guess is the carbon tank is the issue. Is it plumbed backwards? There is an "in" and an "out" to the carbon tank. Either it is plumbed backwards or they didn't pack it properly, that is to say with sufficient gravel bedding to cover the diffuser prior to the carbon.

Electric or hydraulic? What Brand/model? Is there a separate function in the WBC just for either the electric drives or hydraulic power pack just for the wraps? Do they turn on properly manually?

Check belt tension. Disconnect the belt then jog the shuttle. Does the noise persist? If yes, seperate motor from gearbox and inspect the two items and key stock. If no, check pulley, or shuttle tee bearings (all six). You can always disable shuttle to continue running as a short term fix.
