You should absolutely NOT feed your chemical injectors hard water.....your chemicals will barely work with hard water and your injectors will constantly be clogging up
I would use the water heater to feed either soft or RO water to the LP holding tank

Once you get them clean, I have a lot of customers that have purcleans window washer system which basically just rinses the windows with spot free water after a certain amount of cars. I'm sure a clever individual could come up with a system without spending too much.

If its leaking water between the head and the pump then it is more than likely a seal is bad. Did the pump repair place only replace the valves? If you take out the brass seal cases sometimes you can remove the seals and slather them up with some vaseline and it *may* stop the leaking for awhile
If you do find a pump shop to rebuild for you get an estimate first....i've seen alot of shops charge almost as much as you can get them from kleen-rite for new. Rykopro- What general pump from PDQ cost's $7000??
You might also want to check the distribution block up in the bridge, i've had that clog up before and it caused the problem you're describing. On the aftermarket valves...couldnt help you there
