Side Spinner Pulley Question

I replaced a D&S side spinner pulley again today, which is much easier when:
1. It's 80 degrees out, not 20.
2. I have a new one in stock.
3. It's the bottom one, not the top.

The set screws can be a real pain to get out when conditions are bad. Since the pulley is very low RPM, why can't I replace the set screws with bolts, which would be a lot easier to get a wrench to? I assume they'd need to be fairly high grade bolts so as to withstand the torque when they're corroded in there?

Have you tried putting grease on the set screw and installing a second screw, that way it can not back out, therefore they do not have to be so tight.
