Hamilton Paystation - Blinking Lights

Came to the wash this AM to clean up and check things and the LCD on the hamilton was blinking. Opened up the door and the relay box is blinking and the LED's on the distribution box are as well. Power cycled it and same thing. When powering back on the bill acceptor cycles fully so not 100% like it is cycling that quickly. Here is a video. What should I check. First IBA and only about 1mo into it. it is connected to a Vector Rapid Wash if that matters. No errors on the vector.

There's no video.
Sounds to me like a bad DC power supply.
 
The video should be attached. Is there a way to test that power supply to see if that is what it is? I can text you a video if PM me your number
I looked at the video on my phone.
Blinking lights on the distribution panel indicates not enough DC power.
Take your car wash operators best friend, your volt meter and check #6 plug for 5vdc between any red wire to any black wire. If you need a DC power supply let me know.
 
Looks like getting low and fluctuating voltage on those pins. Pulled the power supply down and can get a faint clicking out of it too. Seems like needing new power supply.

Does it supply anything but 5v? I see there is also a yellow wire output as well.
