Can you identify this fuse or it's purpose?

Maybe it's not even a fuse. I am rebuilding a blower control box that caught on fire. There is a 3 amp fuse in a fuse link that has continuity. This fuse is located just above it in the same fuse link and does not have continuity but does not look blown. Could it be that this glows red when the fuse is burned? The only marking on it is 230V.

It almost looks like a neon bulb inside the fuse looking thing. The picture is not real clear. Neon lamps are commonly used as blown fuse indicators so I assume that is what it is.
