I need a few of these but have no idea what they are called or where I could get some for both 1/2 and 3/4 pipe

New to car washes and am having an issue with this top wheel dropping to fast before it washes. Its really banging at the bottom. It’s starts from the down position but stays up when not used. The picture attached has got me a little lost as to what it does exactly.

Is it possible to get just the blue parts of this mechanism? Im to car wash repair and am not really sure what those are even called.. Thanks for the help
