The issue was that one leg of my 3 phase was dropping because of a bad splice on the power pole across the street. It was the leg that provided the 120 vac to the changer. It finally dropped off long enough for the utility linesman to find it. Thank you Randy for your help.

Having a canopy over the vacuums will cut down on people staying in the wash bays to wipe their cars off in a hot climate. I have a wash with one and one without and, at the one without, it is a constant problem of people staying in the bays even when cars are piled up waiting to wash.
